You mention ESP, is the ESP used as a wifi module for RFlink?
When used in the normal way, RFLink(Arduino Mega) to Domoticz there is no such issue.
This means that Both RFLink and Domoticz are fine. You need to check your ESP wifi code.

The Arduino is responding properly. Meaning that the firmware is loaded correctly.
If you do not receive any data in debug mode then you for sure have issues with the RF signal from the module not ending up where the firmware expects it.
This means either your pinout is not correct or you blew up ...

You did not add the device correctly.
You need to remove the RSY or whatever thing you created.
Then go to the hardware tab and use the create manual device button behind the rflink hardware.
In the popup you will need to enter a command as how it was received in a log file.. thus:
10;RTS;0F0F0F;0 ...

RTS signals are received with a 433.92 version as well.
however, since RTS is sending on 433.42 the range is limited because of the frequency difference.
There are some tricks, like doing some modifications to a 433.92 module to slightly alter the frequency..
