Domoticz service's owner was user domoticz, but whole the folder was owned by root, so I recursively changed owner of the folder:
chown -R domoticz:domoticz /usr/share/domoticz
Success: OZW_log.txt file appeared and ozwcache_0xHEX.xml.

I've checked domoticz installation folder and it's subfolders recursively down and there is no zwcfg file. Restarting of the service doesn't help.

In /var/log/messages log Domoticz placed messages saying there is a problem with opening options.xml file and OZW log file. Surprisingly it fails to open options.xml file.
