There is no general RFXCOM-like 868Mhz transceiver available.
Z-Wave uses 868Mhz in Europe, so if you want to control Z-Wave devices you can use a Z-Wave USB stick.

The RFLink gateway sold bij nodo-webshop.nl lets you choose which radio you connect.. (not affiliated with them, just looking into the same)
I believe rflink issuported by domoticz and is cheap to buy or easy to diy, it can handle 315, 433, 866 or 2.4g modules if i read their info correctly.
It's just an arduino mega + radio module + downloadable firmware that seems almost as powerfull as the rfxcom
