I have done tests and I have observations, which can help.
In my living room i have 2 ceiling lamps named (in domoticz) "living room light 1" and "living room light 2" and one standing lamp controlled by the wall socket named "living room socked 1" (in domoticz as light/switch). So I have 3 lamps in one room. If they are on and I say "turn off living room lamp 1" it works fine. If lamps are off and I say "turn on living room light 1", Google assistant answer is "Sure, setting 3 lights brightness to 1 percent". Then my all 3 lamps are set on.
To solve this problem, I renamed my lamps. Now they are "living room main lamp", "living room fan lamp" and "living room standing lamp".
I think, there is problem with syntax. To turn light to 1 percent, I should say "turn on living room lamp 1 to 1" not "turn on living room lamp 1". Saying "turn on living room lamp 1" I expect activation only one lamp named "living room lamp 1" on previous set level.
The same is in rest of my rooms. Ofcourse, I can named my lamps e.g. "alfa", "beta", "gamma" but it is not intuitive. Is this problem with Controlicz or Google assistant?
