My OTGW is connected on my Raspberry with USB and running through Domoticz. (OTGW-USB) But it will also work separated. Heey, I also had problems with my domoticz and otgw, but this was a SD-card problem. At the moment it is working flowless in my setup. Got the same problem, but when I look at Opentherm Monitor it's also not giving me the return water. (or I wasn't that patience)
So I think it's more a firmware problem as a Domoticz problem.

It's working for me pretty well now. Maybe you have to check the next few thinks: 1. get the sensor out of the earth and clean it. 2. remove the batteries for about 30 seconds. 3. wait 30 seconds. 4. put the sensor into the ground. 5. give the plants or ... water so he thinks "I'm very wet" 6. wait ...

You could look for the white striping on the sensor.
