I have the same problem since few days.

I am on Domoticz Beta (build 15013), plugin Z4D and I use a Zigate USB key v1 (with the 3.21 firmware).
I have only 20 Devices connected to the Zigate (14 devices and 6 repeater).

Finally I migrate to ZWAVE-JS-UI and now I clearly see the battery level. I think the problem came from OZW.

In the hardware controller screen, the column "battery" is empty :

With OZW, the battery level is not reported in Domoticz.
Am I the only person with this problem ?
