The device can. Send two types of alerts - a alert with “no location specified” or a alert with the location as a parameter. In this case the device is sending the first type of alert.
As to why, you have to ask the device vendor. OZW just reports what it receives.

That’s not entirely correct. OZW will work with multiple networks. The HomeID is integral to most of our API.
