Your device_manufacturer.xml is not up to date i think
I didn't find any device_manufacturer.xml file, did you mean manufacturer_specific.xml in Config dir ? I open it, and it seem to include my devices (note that I didn't have exotic devices, only Aeotec multisensor and fibaro plugs)

I try it by renaming zwcfg_XXX.xml file (in Config dir), then reboot. After reboot, device aren't still not identified. A new xml config file is created, I open it, ID and TYPE are set to 0
