Hi,
I installed an Ikea Tradfri range extender yesterday. It's connected via Deconz/Conbee II. The device shows up in Domoticz as a switch but the state is always Off. It can't be switched to On. Is this the normal behavior?

I think so, I still have one but no longer use it, I had when I was using Deconz/Conbee II as well because none of my battery devices wanted to connect via any of my mains powered devices even though they formed a mesh. I moved to zigbee2mqtt a while back and to be honest it was the best decision I made, the mesh is really stable and my battery devices choose the best signal path by themselves now.

Yep, it's normal.
The device is a router, not a sensor, so it s displayed as "light".
And you haven't action possible on it, from my memory was possible to turn on/off the LED, but after verification this action is done with state/alert, so nothing possible on the used widget.
