trigger if sensor switches more than x time last hour?

Is it possible to trigger an action based on the x amount of switch actions for the last y minutes?
Sometimes my PIR's have a problem that they switch contanstly
I was writing a script that count the on-actions every hour and is reseted on full hours. But it would be nicer to have an overview of the actions of the last hour (i.e. at 9:17 I want to know how many times the device has turned on since 8:17)
