Hi,
I have a multi-apartment building situation were some of the amenities are common (shared).
Each apartment has its own group of users. The apartment users should be able to control the amenities in the apartment and see the common amenities / areas.
Can I block users of one apartment from seeing the situation in another apartment and allow all of users to see & control the common amenities?

I'd have an individual Domoticz instance for each apartment then one instance to control the common areas.
I'd then do some scripting to allow each of the residents Domoticz instances to control devices in the common areas.

Using the room plan will not solve your problem.
Appoint user rights for certain switches to users. That way you can separate privat switches and use common switches for all users.
Switches that are not appointed to a user are not visible to that user.
