Hello! I am new on this forum, new in this field, I have knowledge of electronics, but with this soft part I can not handle it! I want to pay for a person who knows and can help me with the following: At a holiday home I want a smart house system without internet connection, a server domoticz preferable to run on the PC knowing the following: controlling my relays, controlling the air (climate) infrared control, accept infrared command (with an infrared remote to turn off or turn on the lights). Is anyone interested?

It would be a pity if you miss this learning opportunity. It's much more fun to try to do it yourself! Your setup doesn't sound too complex. There are sufficient people here to help you when you encounter issues.
I can help you, but I only have experience with a raspberry pi based system, so then you have to change to that.
It's running very stable, but sometimes there are minor issues that need attention. And then it's more convenient if you can handle those yourself.
