I get the secure inclusion working after setting a network key. I followed this site:

The door lock showed up after the inclusion:

Then when I try to send a command I get this:

Any big gotcha's Im missing here?

Fixed the problem.
Reset the hub fully again. Reset the razberry after removing everything from it. Reinstalled everything and configured the network key before attempting to install anything.
Dont know what fixed it but the lock is working. It is even logging when the lock is manually locked and unlocked by a human. The only small issue is the icon/switch is backwards. It shows unlocked when the lock is actually locked and vice versa.

Here is what I did to get it to "Include":
Schlage BE469 Connection using Aeotec Z-Wave Z-Stick Gen5 with Raspberry PI
1. If you have tried to include the door lock before and have related devices already in Domoticz you will need to delete these first.
2. Open Domoticz and go to Setup, Hardware, Aeotec Z-Wave Z-Stick, Gen5, Setup
3. Delete the Schlage Touchscreen Deadbolt device
4. Go to Setup, Devices and delete anything related to the Schlage Touchscreen Deadbolt, this will be System, Lock, Multiple Alarms, Access Control, etc.
Note: The Schlage BE469 will not Include by the normal Include method. The Aeotec Z-Wave Z-Stick, Gen5 has to stay connected to your PC or in my case a Raspberry PI running Domoticz
1. Open Domoticz and go to Setup, Hardware, Aeotec Z-Wave Z-Stick, Gen5, Setup
2. Node Management, Exclude Node
3. Take Door Lock near Aeotec Z-Wave Z-Stick, Gen5 and press the keypad Schlage button, enter 6 digit programming code, press 0
4. Back to Domoticz, Setup, Hardware, Aeotec Z-Wave Z-Stick, Gen5, Setup
5. Node Management, Include Node Secure
6. Take Door Lock near Aeotec Z-Wave Z-Stick, Gen5 and press the keypad Schlage button, enter 6 digit programming code, press 0
7. After a few seconds you should see a green check mark on the keypad.
