how accurate are the power consumption meter ?

Hi,

Are the energy meter capable of measuring the very small consumtion ? Like the consumption of mobile charger connected on the power but not in use (around 0,x Wh)

Are the instantaneous measure true ?
Are this consumption taken into consideration into the incremental count ?

Could you advise me a model ?

it shows in KW and watt, not a behind the decimal comma as the meter does not provide that.
I have it running to update every minute and it shows up a split second later.
It shows the usage compared to the previous KWH sample + the actual usage.
I don know what you mean with the request for advice on the model

If you use a zwave device to measure the power, then you have decimals

Yes, but how accurate is it?
I had it once activated on some Qubino relays. After some time the reports showed that a powersaving E27 bulb of 9 watt consumed more Kwh than 4 58W TL bulbs wich are more used.
I don't really get the idea of all those power measurements (except maybe to see if a fridge or freezer isn't consuming to much).
If you allready use powersaving bulbs, led bulbs etc. You also allready use Domoticz so most of the lights will be switched of automatically when not needed.
So what can you save with all the info? Are you gonna wach less TV if you see that it's 20% of your total consumption?

You have to view 'accuracy' from 2 angles:
1) what you see at the display or in de data-interface
2) the measuring accuracy of the device

At the display or in the data-interface the number of digits 'behind the comma' is just a choice by the manufacturer and has no direct relation with the measuring accuracy: on the other hand it makes no sense to show more digits than supported by the measuring accuracy.
The measuring accuracy in the specification is a testcriterium. If you have a kWh-meter with MID-qualification, than it is suitable 'for making bills', and strangely jumping readings and 'unbelievable values' should not occur.

Look in the specification of your device in which category it operates.
