Cooper Dimmer doing odd things

I recently just got my second Cooper Dimmer (RF9540-N) and after installing it when i click it off, it starts to dim out but just before shutting off it goes to full brightness and then shuts off. This happens when shut off from the switch or from domoticz

I compared it to the other one I have, and its the exact same model. The Domoticz and OZW device settings are the same. Hardware->Setup and Hardware->Setup->OZW CP) both show consistent settings between the two.

Any thoughts?
