I am thinking of buying a Aeon Labs USB Adapter. Is it plug and play?
I want to run Domoticz on an old tablet with an Intel Atom N450 and 2GB RAM. That should not be an issue right?

It is plug and play in a raspberry pi
Synology NAS, slave PI3, ZWave (Fibaro), Xiaomi zigbee devices, BTLE plant sensor, DzVents, Dashticz on tablet, Logitech Media Server

In that case II expect it to be plug and play in Windows as well. I might as well give it a shot and make my first baby steps in Z-Wave.
