how to install Tado Local

I found this plugin in Github, but when I follow the installation instructions it fails:

cd domoticz/plugins
mkdir TadoLocal
cp /path/to/tado-local/domoticz/plugin.py TadoLocal/

It's that last statement that looks like a skeleton, but obviously does not execute.
Can someone shed some light on this?
