Expand dummy with possibilty to make a future graph

Expand the dummy to include the option to create a graph of the quarterly prices for day-ahead electricity costs for today and the next day, not just retrospectively as is currently the case.

This is already possible for hourly prices with a managed counter (see also the enever hardware gateway). For quarterly prices this will not only be for dummy devices but for also related python plugins and hardware gateways like the enever.nl integration.
Enever.nl now also supports quarterly hour prices with the APIv2 so perhaps this will be available in Domoticz in due time...

Domoticz support for quarterly prices is a functionallity that I would like a lot. Now I use the hourly prices to determine charging my PIH and home battery. But with quarterly prices this will be much more accurate.
