Openzwave config file failed to download

I've reinstalled my Raspberry pi due to some problems. Most things work again but I have some problems with zwave. It works sometimes but mostly not. In the Domoticz log I see the errors below.

Maybe someone can help?

I have a similar issue since last night (computer running domoticz restarted due to (windows) updates).
The UZB is working (shown as COM3 in device manager) but in Domoticz as well as in in Open ZWave Control Panal, no devices (also not the local UZB device) are shown.

What can I do to troubleshoot? Reboot doesn't help.
