As its easier for me to sit with my laptop with Domoticz installed -- can I set everything up on my Windows 10 laptop - add all devices, create my custom blocky stuff - timers, etc..reverse image search email checker port checker

Then when its all done export some file - and save it to Domoticz on my pi??

Why not just install it on the Pi than access it from your laptop using a browser? Use Putty and Filezilla where you need to do things on the Pi itself.

Almost everything is in the database. Exceptions are parts of Zwave config, Python plugins, external dzVents scripts and additional themes. If you don't use these you can just copy / paste the domoticz.db
Debian buster, bullseye on RPI-4, Intel NUC.
dz Beta, Z-Wave, RFLink, RFXtrx433e, P1, Youless, Hue, Yeelight, Xiaomi, MQTT
