You are mixing pairing a new device , and rejoining the network when the device has to left it on purpose and was just not reachable (power outage)

And no it s not so easy, during the first inclusion devices have exchange somes keys to securise the inclusion, just open your network is not enought to recover all devices that want to rejoin a network.

For me Xiaomi is the only manufacturer that cause problem, all other device can rejoin my network if I stop my gateway during 24h (perhaps a powercycle for some of them, but don't need if its a power lost ). Device Xiaomi leave the network, but only them, if you use a philips sensor you will not have this problem. Xiaomi device are cheaper but crappy.

The problem is not zigbee, he is Xiaomi.

okok pipiche i owe you an apology; I messed up ikea bulbs, and tried over and over to rejoin an none zigbee ikea bulb......

When i used the right ikea bulb, it worked like a charm

I get a little cranky when the waf is declining.
