Owl C119 RFlink gateway issue

I dont know if anyone can help me solve a slight puzzle.

I have a 433 RFlink USB gateway. When i attach this to a test pc running domoticz on windows 10 it finds my OWl energy monitor without any problems.

When I attach the same gateway to my main domiticz server running on a virtual ubuntu server it no longer finds the Owl energy monitor. The gateway still works for switching some 433 power sockets on both the windows and ubuntu so i guess it is sending and receiving data on both.
The usb port on the physical server has been passed through to the virtual server so the only difference I can see is one is running window and is physical and one is running ubuntu and is virtual.

any pearls of wisdom appreciated!!

Could this be related to my Owl issue viewtopic.php?f=49&t=20091 ? My issue is on Raspbian rather than Ubuntu. Do the symptoms sound similar?
