Let user set timers in virtual thermostat

Hello, I've two questions...

first, how can I tell domoticz to let a user (at user level) set timers in Domoticz?
Now you have to be an Admin to set these timers and corresponding timers.
(I want a user to set the temperatures and not give them Admin rights to ruin the system)

second, how can I get the timer button to the Dashboard?
