Esp-12 i.c.m Rotary encoder

I have made an dimmer with a slider in Domoticz, this works great.
But now I want connect an Rotary encoder to the esp in the place of a wallswitch.
Technical no problem , only the software I don't know.
Can anyone tel me how I can make A Rotary encoder to an esp-12 en read out?
How can I set this in "rules" en sent to Domoticz and so that the slider moves to.
I Have ever an Rotary program with picbasic , see below.

I have seen this but the problem is that , if I set the external potmeter to 100% , I can't dim it with a ipad.
The electronics is not the problem but the software I don't understand.

Below is the schematic how I want to do it.


The Rotary encoder has four different possibilities, to looking for these, this can determine the direction.
And than prog the output to +1 or -1.
