Participate to Domoticz development

Sorry for posting here, I don't see a "development forum".

I'd like to participate to Domoticz GitHub development.

But I've neved coded with GitHub, and I don't know if there are specific rules or procedures about Domoticz development ?

I don't know if it is suffisent to Fork from master (or from another sub-fork ?), make changes, and "pull request" ?
Or do I have to create a new branch, or fork from another branch, or fork from another fork ? ...

Last question, how do I know if someone else is already working on the same particular subject ? (306 forks it's a lot !) or if the development is already done ?

I would like to do things like they're supposed to.
