I tried to plugin ZMEEUZB usb dongle but dmesg was showing device descriptor read/64, error -32
then i tried to plugin the dongle through external powered usb hub - this time i saw the following on dmesg

device descriptor read/64, error -32
attempt power cycle
new full-speed USB device number 13 ...
