Behaviour of Kaku Aild 250 light dimmer

Hi,
I'm interested in Kaku Aild 250 light dimmer. I just bought some Philips WarmGlow led lamps and I'm searching for a good dimmer. (The dimmers from Action don't work very well with these lampes)
But when I read the manual I see something that worries me. It says:
Good to know:
For all types of lighting optimally to be able to dim, this dimmer always switches first at full strength (100 %). Immediately afterwards, the illumination is set to the dimming level you selected.
Has anyone experience with this Kaku Aild 250?
Edit: It looks like the Kaku ACD-200 does not have this behavior. Am I right?
