Script for sanitary water resistance and photovoltaic

Good evening
I have this blocky script for managing the resistance of the sanitary water when the production is greater than 2kWh.
The problem arises when the system "activates" but then it becomes cloudy and therefore every 10 minutes the resistance turns on and off again.
How can I overcome this logic?
Of course I wanted to keep a low time because on non-compact cloudy days it is sufficient between one cloud and another.
