merging blind percentage + wings inclination

hi, i have a venetian blind that can be controlled in two ways:
1) open/close with percentage
2) change the wings inclination without change the percentage of open/close position
is it possible to create a device like this one that is present in home assistant?
now i have two dummy devices: one to control the open or close position percentage and a second dummy device to control the wings tilt position
i would like to merge both in only one
something like this:
