Are beta's lagging behind stable verions now?
Beta: 2023.1.15082
Stable: 2023.1.15091
Or should it be Beta: 2023.2.xxxxx ?

No, there are some extra changes on stable somehow. Stable buildnumber is always higher then beta at release date of a new stable.
