I want to have a dynamic time to get the blinds up based on civiltwilightstart but I also want to block that they not go up before 6:30; is that possible?

Yes.
In Dzvents you can write a script which is very powerfull to control your devices

Nice to know that it is possible but I don’t see how I can combine these 2 times in the script.

Start on both 6.30 and civil twilight.
Then check on 6.30 if the time is after civil twilight-> blinds up.
Check on civil twilight if time < 6.30 -> blinds stay down else blinds up.
