Weather forecast and warnings

Is there a simple way to look at the local weather forecast and sent a Telegram message if the overnight temperature will be below a certain value.
I am already using Telegram to warn that the garage door is left open etc and a bunch of other things using Dzvents but I am not sure how to achieve what I want to do with a weather forecast.
