Are there any plugins that can do something with the Arris 2952 settop box (XS4All, KPN TV)?

These Stb's do not have an API to communicate with.
Perhaps you can use https://gist.github.com/proycon/d8f730bb47ff6d7eaa12.
You may want to use https://flows.nodered.org/node/node-red-contrib-lirc in addition.
