P1 Smart Meter project

Hi,
I's like to do a little project with my smart meter.
With my nas ( synology 415+) I'd like to read the actual energy usage with the appropriate P1 usb cable ( solar panels - grid yield) and IN CASE of A SURPLUS of minimal 1000 Watt activate a smart plug ( with heater or airco conencted to).
Is domoticZ suitable to obtain this?
Which hardware should I choose?
NAS Synology + P1 cable + RF link and arduino OR zwave USB OR can it be done over the wifi network?
Smart plug 433Mhz or wifi of zwave ?
Anyone who has done this kind of project already?
