Problem getting Domoticz to work on Windows Server 2012 R2

I have Domoticz installed on my windows 2012 R2 server. My cliënts (phone, laptop, pc) will not connect to the server. I have installed it as a service and the service is running, I can stop and start the service. I have also tried to reïnstall with a different port (now 8084, and 442) to no effect.
Localhost also does not work.
Do I need to create a rule in the firewall?
