Update Python?

I think I'm having various issues with python scripts mostly https://github.com/kdschlosser/samsungctl with all it's dependencies.

If I type python -V I get
Python 2.7.13

But if I try to update
sudo apt-get install python3
Reading package lists... Done
Building dependency tree
Reading state information... Done
python3 is already the newest version (3.5.3-1).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

sudo apt-get install python3-dev
Reading package lists... Done
Building dependency tree
Reading state information... Done
python3-dev is already the newest version (3.5.3-1).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

How do I up the level and what level does Domotticz support up to or can it do the latest?

This is on a Vero4K running Debian stretch.
