migration from RP3 to RP4 while maintaining zwave config

I want to migrate from my old raspberry pi 3 to a new Raspberry pi 4.
I also use an Aeon Gen.5 USB Controller, and want to transfer my connected devices.
I have provided the new pi with Raspbian Buster Lite, and have successfully installed domoticz. I also successfully transferred the Database.
When I transfer my Zwave controller to the new controller, no paired devices are visible, under Setup\Hardware\Z-wave controller > Setup
I have already tried to copy the entire folder /home/pi/domoticz from old Pi to new Pi4 but run into rights issues if I want to download the folders with winscp (logged in as a Pi User)
Every help is greatly appreciated
