cant reach domoticz on pi with webbrowser?

Hi
When i enter mij local ip adres with the correct port number i get a connection refused error?
I can get to the files with mobaxterm , cant startup domotics!
Dashticz starts up , with the same ip and port , but i get only the main titles of the blocks??

Where could be the problem!

PS : Also won't work with an external adres via my phone??

Works again
Had my port open udp and tcp , when i set it to UDP allone , everything works again??
