Linux beta releases are lagging again

I notice that every year around this time the Linux betas start lagging the other betas for a few weeks and then catch up again. As of today, Raspbian is at 4.11352 from Oct 6th, while the latest Linux is still at 4.4.11334 from Sept 21st.
Any plausible explanation?
