Help requested for automating Water Motor

Hi All....I'm looking at automating my Water motor. At my place, Public Water supply is provided by our Municipal Corp. at set times. We have water motors at every house to pump the water to our Rooftop Water tanks from where it is distributed within the house.

I want to:

1. I have 2 Sensors in my water tank placed at different levels in the Water tank ( At 100% and Water Pump Intake Pipe for checking if water is getting pumped into the tank to avoid a dry run) and a Switch for Water Motor.

2. I have connected above sensors to my Raspberry Pi to GPIO pins so they trigger the following named switches in Domoticz - 'Tank_Full" and "Dry_Run"

3. I want the water Motor to start daily from 6 AM to 7 AM and 6 PM to 7 PM only when it's the time for the Public Water Supply timings (ie. from 6-7 AM and 6-7 PM) and if Tank is not in a Full condition (i.e. Tank_Full is giving input that Tank is not full) AND to avoid a dry run - Motor should run at above times for atleast 5 minutes and after that script should check if Dry_Run condition is there, if YES then stop the motor and re-run the above schedule after say 3 minutes within the water time slot of 6-7 AM / 6-7 PM

I have tried Blocky and DzVents but had limited success. I even posted in below Domoticz forum but still stuck.
