PC as secondary zwave controller

I have a Pi3 with Aeon gen5 usb stick as main controller, works without problems if the pi is running. Last day it crashed (my bet I was hacking around in the file system) and my wifi blamed me foir the lights not to work
So I want a PC with a secondary controller as backup. I found some instructions how to do this with domoticz as secondary controller but not the other way around. When the main controller is down I assume the second controller can take over all the tasks right? So it allows me to control the zwave devices if needed. The software on the laptop should just for toggling the z wave devices. Most software I found are complete home automation systems or is it possible to setup a second domoticz as slave?
Second I need domoticz to configure this node is not always available, most of the time it is not available. Is this configurable. THe node will only be awake when the stick is in the laptop and the laptop is on.
