Brake during installation at Mac OSX

Hello, please take a beginner!
I using manual from https://www.domoticz.com/wiki/Mac_OSX
I have OS x Capitan. Went step by step and at "Compile OpenZWave" brake. By executing comand #make install I have a problem:

/Library/Developer/CommandLineTools/usr/bin/make -C /Users/Andriy/open-zwave/cpp/build/ - install
Makefile:203: Documentation not being built
Making libopenzwave pkg-config file
Installing Shared Library
Installing Headers
Installing Config Database
Installing Documentation
Installing Pkg-config Files
install: chmod 755 //usr/lib/pkgconfig: Operation not permitted
cp: //usr/lib/pkgconfig/libopenzwave.pc: Operation not permitted
make[1]: *** [install] Error 1
make: *** [install] Error 2
I tried and with sudo too, but the result is the same

What I do next?
