That is remarkable you have a fixed ipaddress.. Most providers don't do this.
An ipadress ( public internet ) is routable from the world. So I guess you mix-up things..
As ( apperantly ) your ipaddres is on the internet exposed. Can you share it with us so we can see/investigate the routing to it ?
Cheers,
Frank

Telenet provides semi fixed ip addresses for home customers. As long as the router isn't unpowered for several hours you'll keep the same ip.
On what port does domoticz listen? I would guess you run into firewall issues.

AFAIK it is common practice to filter well known private use ports and addresses between providers. Which includes at least RFC-1918 addresses, but may also include port 8080 (private web server) and 8085 (tomcat). Of course if you are on some public Wifi access point when abroad then other outgoing rules may apply. As a rule: if you want to be certain you can access Domoticz from the outside, use a commonly accepted port (http, ssmtp, submission, imap, pop3) and be aware that http my be proxied so the type of traffic must match the protocol
