my first Blockly does not work

Hi,
can someone tell me why my blocky doesn't´t work? I use a fibaro Roller shutter 2 und configured it as blind percentage inverted. So wenn it is nearly closed it shows open at 12 %.
I want the blinds to open at sunset, but not before 7 o´clock, and if the blinds are open it should not send another open-command.
