How to add hardware devices and dummy onces?

Hi,
As a beginner I want to implement this cgi script:
viewtopic.php?t=13977
But I don't know where to start. I've added a dummy hardware device but there you can't add an URL.
Where can I find a general manual for basic features (adding the camera was successful)? A manual with some basic "if then else"-scripts and adding some devices step by step?
