I know (by experience) Chrome is not a good option when working on python plugins. Often it is impossible to create a HW device based on your plugin, since your plugin is not loaded correctly in dialog on the HW tab. It shows up by the end of the HW drop down menu. So I have used Edge instead without any problem until now.
I have two different Windows machines, one laptop and one desktop computer, both running Windows 10. My Domoticz server runs on a Rasp 3. Right now, using Edge on my desktop machine when I try to define a HW device based on a python plugin gives exactly the same error as if I use Chrome. I can't create the HW device since the plugin shows up at the end of the drop down list. But on my laptop Edge works fine towards the same Domoticz server!
Of course I have rebooted my desktop computer to see if it helps, but no result. This browser issue is annoying and must be solved before python plugins can be widely deployed.

I've experienced exactly the same issue as you (plugins at the bottom of the list and cannot be added). However, not everyone has this issue when using chrome
. I'm now using Internet Explorer instead of Edge and that works for me. But I think you are correct, if there are a lot of people having this issue, someone should probably take a look at it.
