Mixed use of Zwave and Zwave+ secure and non-secure possible?

Hi,
Can somebody explain if it is possible to combine Zwave non-secure and Zwave+ secure devices in a single network and use direct associations between devices?
I had many problems trying to directly associate my Philio Tech Smart Color Button to my Fibaro Gen5 FGD212 dimmer. Both are GEN5 Zwave+ devices, but are used in a mixed network with regular Zwave devices.
When they where both included "secure" I could not add any associations to the button.
When I included the button non-secure I could create an association with the dimmer, but still could not control it.
Only after I removed both from the network and included them non-secure (with "include node", instead of "include node secure") I was able to accociate de button to the dimmer and control the dimmer.
My theory is that you can mix devices in a network, but then they can only communicate with the controller but can not "talk" to each other directly (perhaps only relaying). Can anybody confirm this?
