The short answer is: go for Raspbian.
The long answer is that Raspbian is one of the operating systems available in the NOOBS package, along with Arch, OpenElec and a few others. If you don't know that you have specific needs addressed by any of those systems, go for Raspbian. You can run Debian on the RPi but since Raspbian is a version of Debian specifically developed for the RPi there is hardly any point in doing so unless you know you need to. Same goes for Ubuntu (which also happens to be a fork of Debian with a few addons). If you know how to use Ubuntu on your PC, you can use Raspbian on the RPi without any problems.
Windows is not available for RPi (yes, there is Windows IoT but thats not a desktop OS).
