Sending message event

Hello all,
The event below sends a message with pushover everytime my smartphone gets connected or disconnected over wifi.
So now and then it happends that my smartphones connects and disconnectes several times within a small timeframe.
And ofcourse the event is programmed to send a message each of those times.
I would like to prevent domoticz to send those messages within that short timeframe.
So if my phones gets connected and disconnected within a certain timeframe, lets say 15 minutes, domoticz dont have to send me that message.
I tried the event as shown, without proper result. The shown event keeps sending me messages. Note: the one minute timestamp is just for testing.
Do u guys have a proper solution?
