Ceiling fan + Fibaro FGD211

My Westinghouse ceiling fan controller died a couple of weeks ago and I still had a FGD211 dimmer lying around.
Today I removed the controller and replaced it with the FGD211 but when I try to set it at 25% or higher the motor in the fan starts to make a really annoying buzzing sound.
When I set it to 100% the buzzing sound stops.
I'm assuming that the ceiling fan motor doesn't like the way the FGD211 dims.
Is there a way to get this working?
